ICMP는 항상 original source에게 에러 메세지를 보고한다.

라우터는 패킷의 전송을 막는 모든 문제를 탐지할 수 없다. ( 100% detect는 아니지만 , ICMP가 왔다는 것은 에러가 발생했다는 것을 의미한다.)

IP Protocol 안에선 흐름제어, 혼잡제어 메커니즘이 존재하지 않는다. (Transport layer에 존재)
